70.16.174.225: need help with speedometer

I have a problem with the speedometer in my 1996 Eclipse. It wasnt working when I recently bought this car, so I replaced the vehicle speed sensor and now it works {somewhat}. It doesnt show your true speed, I can only get it to get up to about 30 mph. and even at that it also fluctuates while your driving and sometimes shuts off altogether. I was wondering if anybody else has experienced this problem? If so, could you point me in the right direction. Is it elecrical or a mechanical problem
